Southwestern Pennsylvania Public Transit Human Services Coordinated Transportation Plan

The Southwestern Pennsylvania Commission adopted the Southwestern Pennsylvania Public Transit Human Services Coordinated Transportation Plan on January 28, 2008.

The purpose of the Plan is to:

  • Provide an inventory of, and information on, current transportation services.
  • Provide an assessment of the transportation needs of the transportation disadvantaged,
    including persons with disabilities and senior citizens, persons with low income, and welfare-to-work clients.
  • Identify unmet transportation needs and gaps in service for the transportation disadvantaged.
  • Identify duplication of transportation services or areas where coordination of services is feasible.
  • Recommend strategies to correct deficiencies and duplication of services and improve efficiency and cost effectiveness in the delivery of services.

In accordance with Federal transportation law, this Plan encompasses the 10-county SPC region of Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington, and Westmoreland counties.  The plan was developed with the participation and cooperation of public, private, and non-profit transportation service providers, human service providers and members of the general public.  The completion of this Plan is a requirement for three Federal public transportation grants:

  • Section 5310 Transportation for the Elderly and Persons with Disabilities.
  • Section 5316 Job Access and Reverse Commute (JARC).
  • Section 5317 New Freedom Program

During the FY 2009 ATWIC JARC/New Freedom Application process the phrasing of some of the Transportation Gaps and Issues that are located in Section V of the Plan were questioned by applicants.

The Plan’s consultants were questioned and the following clarifications were issued:

  • Plan page V – 7, Rural Areas to Cities/Towns should be defined as transportation to and from Rural Areas to and from Cities/Towns.
  • Plan page V – 8, Improved/Enhanced Suburban service to Pittsburgh should be defined as Improved/Enhanced service to and from Pittsburgh.
