In southwestern Pennsylvania the JARC program was developed and implemented through the ATWIC Task Force (ATWTF), with the Port Authority of Allegheny County serving as the region’s designated recipient for the region's JARC funding.
The Accessible Transportation and Workforce Interagency Cooperative now coordinates the inclusion of key stakeholders in both the ATW and New Freedom mobility program process that includes project development, project selection, project monitoring, and reporting. The federal JARC and New Freedom program funds remain the key sources of federal funding support ATWIC initiatives in the region.
As designated recipient for the JARC and New Freedom funds for the Pittsburgh Urbanized Area portion of southwestern Pennsylvania region, the Southwestern Pennsylvania Commission is responsible for the financial administration and management of the programs.
