[ Ridesharing Program Manager ] [ Transportation Planner/Engineer ] [ Multimedia Development Position ]

Ridesharing Program Manager

SPC is responsible for plans and programs aimed at the implementation of the region’s federally-mandated Long-Range Transportation Plan. The Plan includes programs and projects designed to implement transportation demand management (TDM) strategies that support enhanced operation of the region’s transportation network. The person we hire for this position will assist in the coordination of staff activities toward successful implementation of those programs and projects.

Ridesharing is one important component of TDM. SPC has a well-established multi-layered regional ridesharing program. This position is responsible for the continuing staff-supported activities, as well as certain contractor-supported activities associated with that program. The successful candidate will be required to supervise Ridesharing Program staff and will work with staff from the Multimodal Transportation Planning Group to advance the regional Ridesharing Program.   The candidate will also be required to monitor the work of outside contractors for project progress ad contract compliance.  A high level of responsibility is required in carrying out daily tasks and activities.

Responsibilities

  • Collaborate with staff and external planning partners to advance a broad range of TDM strategies in support of the region’s transportation planning process.
  • Collaborate with staff in the development, implementation, coordination, and administration of work plans for various rideshare planning and operational initiatives.
  • Supervise and direct activities of staff that manage the daily operation of ridesharing programs, including the regional vanpool program.
  • Supervise and direct activities of staff that conducts outreach and public information activities of ridesharing program services.  
  • Maintain and update files on program activity, including oversight and data analysis of the regional ride-matching database.
  • Supervise data collection and reporting to the National Transit Database for the regional vanpool program.
  • Prepare solicitation materials, process documentation, and supervise evaluation and selection activities for contracting opportunities related to contractor assistance for various work products and services in support of regional ridesharing and TDM.
  • Monitor and document progress and compliance of various third-party contracts required for the completion of work products and services related to regional ridesharing and TDM. 

Qualifications

  • Bachelor’s degree in Planning, Engineering, Public Administration or other closely related field, Masters degree preferred.
  • At least 5 years of related experience with a minimum of two years experience as a project manager or supervisor.
  • Knowledge of federal and state transportation funding sources and regulations.
  • General computer skills with the ability to learn new software applications.
  • Demonstrable abilities in written and oral comprehension and expression; information organization and problem identification; and, systems perception.

Transportation Planner/Engineer

Southwestern Pennsylvania Corporation (SPC) seeks a Transportation Planner/Engineer to assist with the development, implementation and administration of programs within the Transportation Planning Department. Position reports to the Manager of Transportation Operations and Safety. 

Responsibilities:

  • Assist with the development, implementation, and administration of work plans for various transportation operations and safety initiatives
  • Major responsibility for updating, maintaining, and managing data associated with the Congestion Management Process (CMP). The CMP is a broad, regional level planning tool designed to help manage congestion by identifying congested corridors and recommending multimodal strategies for congestion mitigation. The goal of the CMP is to provide information that helps transportation planners, professionals and others to understand the overall congestion climate in individual corridors and the region
  • Assist with the studies developed by the Regional Traffic Signal Program
  • Assist in the development of the Regional Operations Plan
  • Participate in Regional Road Safety Audits  
  • Maintain and update files and databases on various program activities
  • Review and edit select reports and memorandums
  • Plan, prepare for and staff both technical and specialty meetings

Qualifications:

  • Requires Bachelor’s degree in Planning, Civil Engineering, or other closely related field
  • 1-3 years of experience in traffic engineering or transportation planning preferred
  • Must have exceptional communication, organization, analytical and database/computer skills
  • Demonstrated ability to work on multiple projects and work with federal, state and local officials on a regular basis

Multimedia Developer

The Multimedia Developer designs and develops the agency’s websites, digital videos and other communications based on the defined goals and mission of the agency.

Responsibilities:

  • Creates web-based applications to carry out strategies and accomplish objectives.
  • Administer all accounts, updates and purchases related to websites, including domain name and hosting agreements, SSL Certificates, digital development and editing software and video, audio and photography equipment.
  • Work with the Communications staff to develop agency content, attend events and meetings, and coordinate internal and external agency efforts.
  • Customizes the agency’s website and intranet interactive features as necessary.
  • Builds dynamically generated web content via database back ends (Access and MS SQL Server).
  • Visits and reviews planning agency and other websites and recommends best practice and development strategies for SPC internet and intranet sites.
  • Evaluates the need for external web related support and makes recommendations to management.
  • Serves as the liaison with any external web related contractors.
  • Maintains and provides staff support on web site and intranet issues.
  • Assists in maintaining the agency’s social media presence, especially on Facebook and YouTube, and integrate this presence with the main agency website and associated websites. 
  • Produce and oversee the administration of agency Stock Photo Library.
  • Produce or assist in the production of agency videos and other multimedia communications as directed.
  • Work with third party web hosting providers to ensure consistent presentation of all agency web materials.
  • Design, develop and produce agency video content for posting online and presentation at events, including video and audio editing.
  • All other duties as assigned by Supervisor/Manager.

Qualifications:

  • Bachelor’s degree in Communications, English, Digital Design, Multimedia Technology or closely related field. Master’s degree preferred.
  • At least two years experience in coding HTML and Javascript and testing web applications across a number of browsers and platforms.
  • Experience with both UNIX and Windows web hosting and administration. 
  • Experience with CSS (Bootstrap) for page layout.
  • Working knowledge of database query languages.
  • Working knowledge of still and video camera equipment, especially Nikon products, and a general knowledge of the principles of still and video photography.
  • Design skills with Dreamweaver (or other HTML editor), WordPress, Photoshop, and Flash Development skills with JavaScript, CGI, Perl.  Visual Basic or C++ is a plus. 
  • High level of knowledge in all programs in the Adobe Creative Suite , Microsoft Office and SharePoint essential.
