Project Region made it clear that there is broad consensus on development strategies that preserve, enhance and build upon existing assets. That can happen in many ways, such as revitalizing established communities; capitalizing on previous infrastructure investment; preserving open spaces; nurturing our agricultural industry; investing in a well-maintained multimodal transportation system; making the most productive use of our thriving academic communities; leveraging historic, cultural, recreational and ecological assets; and much more.

Those essential values expressed by the region are at the heart of the Regional Vision Scenario which guides the Plan and serves as a model to measure our progress in the years ahead.

Your Regional Vision Scenario

The Regional Vision Scenario is characterized by high to medium density development in centers and clusters with value placed on a mix of uses.  High To Medium Density Housing

Route 28 Bridge Over The Allegheny River, Kittanning, Armstrong County Infrastructure improvements would be targeted within the centers and clusters of development and the corridors that connect them. 

Emphasis is placed on infill development with reinvestment in existing business districts and brownfield rehabilitation throughout the region. Brownfield

Coal Barge On The Monongahela River There is a strong multimodal focus including highways, transit, railways and waterways, with an increasing emphasis on connecting the centers and clusters and promoting excellent access to the urban core, as well as improved transportation operations and safety.

Open space preservation and support for agriculture are key priorities in the more rural areas of Southwestern Pennsylvania.  Beautiful Greene County Open Space

Water Treatment Plant Upgrading existing water and sewer infrastructure is important, with limited expansion primarily to historically underserved communities.

The scenario supporting this vision is characterized by regional policy statements addressing the public interest in mutually supportive regional activities, places, and the connections among them.
