Truck Parking Assessment for Southwestern Pennsylvania
The Southwestern Pennsylvania Commission (SPC) is soliciting Proposals with Qualifications (RFP/RFQ) for the conduct of a Truck Parking Assessment for Southwestern Pennsylvania.
Following up on the findings of the Pennsylvania State Transportation Advisory Committee’s 2007 report Truck Parking in Pennsylvania the Southwestern Pennsylvania Commission seeks to identify the magnitude and location of truck parking shortages in the ten county SPC region and to identify and assess opportunities for the provision of additional truck parking to meet demand.
The selected Consultant(s) will work with a Technical Advisory Team to identify a key freight highway network in the SPC region; assess truck operations and parking behavior along those key freight corridors; document truck parking deficiencies in the region; identify opportunities for truck parking expansion; and develop a truck parking implementation plan for up to five new or expanded facilities in the ten county region.
A Request for Proposals (RFP) will be released by SPC on November 3, 2009.

The deadline for technical and procedural questions is 5:00 p.m., prevailing time, on November 16, 2009. SPC will post all comments received as well as responses to all questions, on the SPC website no later than Friday, November 20, 2009.
Six copies of the proposal document, and a separate sealed cost proposal, are due to the above address by 4:00 p.m. on December 1, 2009.
This project includes a 9.5% DBE goal. Interested firms are urged to form teams capable of meeting that goal.
