PM2.5 Air Quality Standards
This companion report to the 2009-2012 TIP documents compliance of the 2009-2012 TIP and the 2035 Transportation and Development Plan for Southwestern Pennsylvania (2035 Plan) with requirements of the federal Clean Air Act Amendments of 1990 (CAAA 90). This report documents the process used by SPC in the Spring of 2008 for making the transportation-related conformity determination for the 2009-2012 TIP and for the 2035 Plan under the 8-hour ozone standard, the PM2.5 air quality standards, and the carbon monoxide standards. The conformity determination is required by the federal Clean Air Act. SPC’s conformity finding is based upon criteria and procedures described in EPA's Transportation Conformity Rule (40 CFR Part 93) and satisfies all applicable conformity requirements for the 8-hour ozone standard and the PM2.5 air quality standards.
