Jobs Creation 2 Act of 2010: Proposed Amendments to 2009-2012 Transportation Improvement Program for Southwestern Pennsylvania
The Southwestern Pennsylvania Commission (SPC) is seeking public comment on proposed amendments to the 2009-2012 Transportation Improvement Program (TIP) to permit the programming of funds soon anticipated to be made available under the Jobs Creation 2 Act of 2010. This legislation, currently under development by Congress, is intended to provide a stimulus to the economy via job creation through the provision of funding for "ready-to-go" federal-aid eligible projects.
In anticipation of this new economic stimulus funding, the Southwestern Pennsylvania Commission is intending to amend its Transportation Improvement Program (TIP) with a list of potential transportation infrastructure projects. A Draft Jobs Creation 2 Act of 2010 Project listing is now available for a 30-day public comment period.
A listing of surface transportation projects in Southwestern Pennsylvania that may be funded under the Jobs Creation 2 Act of 2010 projects is available via the link below; in the offices of SPC; in most public libraries; and in the County Planning offices and the planning office of the City of Pittsburgh.
Many of these projects can currently be found in SPC's 2009-2012 Transportation Improvement Program (TIP). Projects not already part of the TIP would need to be added. Formal Commission action to amend the TIP will be required for any project receiving more than $10 million from the Jobs Creation 2 Act of 2010.
The public review document presents candidate surface transportation projects which may be eligible to receive federal aid under the Jobs Creation 2 Act of 2010. These are projects that are considered "ready-to-go" by their sponsors and must be ready to begin construction in Spring/Summer 2010.
There is no assurance that any individual project on the list would receive federal funds; only that these projects would be eligible to receive federal funds under the Jobs Creation 2 Act of 2010. When federal legislation is completed, the actual number of projects advanced on the TIP will be subject to final legislated funding limits and congressional directives.

These public meetings will provide an opportunity to receive the most current information regarding the status of projects in the Jobs Creation 2 Act of 2010. Due to the nature of this funding, immediate action will be necessary in order for Southwestern Pennsylvania to take full advantage of these funds. The candidate projects must be “ready-to-go” and will primarily be advanced from the current 2009-2012 TIP.
