2009 - 2012 (Current) Transportation Program

The 2009-2012 Transportation Improvement Program for Southwestern Pennsylvania (2009-2012 TIP) identifies the priority highway and transit improvements programmed for advancement from October 1, 2008 through September 30, 2012 (federal fiscal years 2009-2012). The 2009-2012 TIP specifies the priorities for the region and includes reasonable estimates of both available funds and anticipated project expenditures.

Federal regulations require the Southwestern Pennsylvania Commission (SPC), as the designated Metropolitan Planning Organization (MPO) for the Pittsburgh Transportation Management Area, to develop and maintain a Transportation Improvement Program (TIP). The TIP identifies the region’s highest priority transportation projects, develops a multi-year program of implementation, and identifies available federal and non-federal funding for the identified projects. The TIP covers a four-year period of investment and is updated every two years through a cooperative effort of local, state and federal agencies, including participation by the general public. In between TIP updates, changes to the TIP, in the form of minor amendments and administrative actions, are approved by the Transportation Technical Committee. Major amendments to the TIP require the approval of the full Commission.

Extensive public outreach was conducted in the development of the 2009-2012 TIP, and public comments have been considered fully in the development of the program.  A detailed discussion of SPC’s public outreach activities are detailed in the Public Participation Report. An assessment of the benefits and burdens indicates that projects included in the 2009-2012 TIP, especially those requiring major construction work, do not have disproportionately high or adverse impacts on minority or low-income populations.

Companion Documents to the 2009-2012 TIP

The 2009-2012 TIP documentation includes three companion reports: the Air Quality Conformity Determination for the Pittsburgh Transportation Management Area the 2009-2012 TIP and the 2035 Plan, Environmental Justice Benefits and Burdens Assessment for the 2009-2012 TIP, and the June 2008 Public Participation Report.

Air Quality Conformity Determination for the Pittsburgh Transportation Management Area for the 2009-2012 TIP and the 2035 Plan

This companion report to the 2009-2012 TIP documents compliance of the 2009-2012 TIP and the 2035 Transportation and Development Plan for Southwestern Pennsylvania (2035 Plan) with requirements of the federal Clean Air Act Amendments of 1990 (CAAA 90). This report documents the process used by SPC in the Spring of 2008 for making the transportation-related conformity determination for the 2009-2012 TIP and for the 2035 Plan under the 8-hour ozone standard, the PM2.5 air quality standards, and the carbon monoxide standards.  The conformity determination is required by the federal Clean Air Act.  SPC’s conformity finding is based upon criteria and procedures described in EPA's Transportation Conformity Rule (40 CFR Part 93) and satisfies all applicable conformity requirements for the 8-hour ozone standard and the PM2.5 air quality standards.

Environmental Justice Benefits and Burdens Assessment for the 2009-2012 TIP

This report summarizes multiple analyses, outcomes and activities that have been conducted as part of the region’s planning process in accordance with Environmental Justice (EJ).  Environmental justice directives mandate fair and equitable processes and outcomes, and an effective environmental justice program has both a participatory component and a technical component.

A review of SPC’s public outreach and opportunities for the citizens of the Southwestern Pennsylvania region to participate in transportation planning is included in this report, and more information is detailed in the Public Participation Report. This report includes the analysis of the distributive effects of SPC’s 2009-2012 Transportation Improvement Program.

June 2008 Public Participation Report

The June 2008 Public Participation Report was produced upon conclusion of the 30-day public comment period conducted in May-June, 2008.  The June 2008 Public Participation Report describes public involvement in the TIP update process, including summaries for ten public meetings held by Public Participation Panels in May and June 2008 on the Draft 2009-2012 TIP, the Environmental Justice Benefits and Burdens Assessment for the 2009-2012 TIP, Amendment to the 2035 Transportation and Development Plan for Southwestern Pennsylvania, and the Air Quality Conformity Determination for the Pittsburgh Transportation Management Area for the 2009-2012 TIP and the 2035 Plan. The report includes a summary of the public comments received, as well as the SPC response to comments received, the full text of all written and electronic comments received throughout the public involvement process, and documentation of SPC’s public outreach efforts.

Early public involvement activities for developing the Draft 2009-2012 TIP began in May 2007 with ten public meetings hosted by SPC’s Public Participation Panels throughout the region to gather early public input on TIP projects. Summaries of these meetings, comments received and the SPC response to comments is included in the June 2007 Public Participation Report.
