2011 - 2014 TIP Update Schedule
The current official transportation program for SPC is the 2009-2012 TIP effective through September 30, 2010. The NEXT TIP (2011-2014) will become effective on October 1, 2010 and include fiscal years 2011, 2012, 2013 and 2014. For projects not already included in the 2009-2012 TIP, this will be the next opportunity for a candidate project or next phase of a currently programmed project, to be considered for federal or state funding.
The Development Schedule for the NEXT TIP (2011-2014) is anticipated to be:
Summer 2009 - SPC participates with statewide planning partners in developing Financial Guidance and General and Procedural Guidance for the 2011-2014 TIP’s across Pennsylvania and 2011 Statewide Twelve Year Program.
August 25th - October 5th 2009 – SPC will collect CMAQ candidate projects for the 2011-2014 TIP Update.
September - October 2009 - SPC’s staff will hold a series of Work Sessions with member planning departments, the region’s transit operators, and PennDOT to develop the draft 2011-2014 Transportation Improvement Program.
September – December 2009 - Update project scopes and estimated costs/schedules for active projects on the current TIP. Determine where projects may need to be right sized or removed from the TIP due to funding constraints.
Consider any new candidate projects, only after analysis of any remaining funds which is expected to be very limited, and complete a technical evaluation and review of each proposed new project.
September 25th 2009 – PennDOT Districts and other project sponsors will provide updates of scopes, costs, and schedules for all carryover and candidate projects to the planning partners.
September 28th 2009 – TIP Update status report to the SPC Commission Members.
September 30th 2009 – 1st TIPUpdate Work Sessions scheduled with SPC and member planning partners for PennDOT District’s 10 and 11.
October 2nd 2009 - PennDOT will provide the MPO/RPOs with a listing of the draft Interstate Management Program projects.
October 2009 - SPC will hold a series of Public Participation Panel meetings to collect input and determine existing projects that cannot be cut for the development of the 2011-2014 TIP Update. Input received will be distributed to the partners for review at upcoming Work Sessions. Environmental justice (EJ) activities are also initiated.
October 5th – December 7th 2009 - SPC will evaluate and select candidate projects for the 2011-2014 TIP Update CMAQ Process.
October 8th 2009 – 1st TIPUpdate Work Sessions scheduled with SPC and member planning partners for PennDOT District 12.
October 19th – 21st 2009 - A three-day Planning Partners’ Meeting is held in State College to discuss the program update process and other transportation issues.
November 5th 2009 - The State Transportation Commission/SPC joint public hearing will be held in the Pittsburgh Area at the Regional Enterprise Tower, 425 Sixth Avenue, Pittsburgh, PA 15219, 31st Floor Conference Room.
November - December 2009 - SPC’s staff will hold a series of Work Sessions with member planning departments, the region’s transit operators, and PennDOT to continue development of the draft 2011-2014 Transportation Improvement Program.
December 2009 - SPC will hold a series of Public Participation Panel meetings to report on the status of the TIP Update Process.
December 10th 2009 - State Transportation Commission meets and is updated on development of the 2011 Program.
December 14th 2009 – Present preliminary TIP Update status report to the SPC Commission Members.
December 31st 2009 – SPC preliminary draft TIP due to PennDOT (Harrisburg) for review.
January 15th 2010 - PennDOT (Harrisburg) completes initial review of the preliminary draft TIP to ensure that Department priorities are reflected and conducts individual meetings with SPC and the Districts to review projects and to resolve any remaining issues.
January 15th 2010 - Interagency (FHWA, FTA, EPA & PennDOT) air quality consultation initiated. All air quality significant projects are shared with FHWA, FTA and EPA before conformity determination work begins by planning partners or PennDOT.
January 30th 2010 - PennDOT (Harrisburg) submits comments and proposed revisions back to SPC, including the final "spike" decisions. PennDOT identifies any changes to air quality significant project lists that were developed earlier and shares this information through interagency consultation with the PA Air Quality Conformity Working Group.
March 1st 2010 - SPC and PennDOT reach agreement on the respective portions of the draft Program. Air quality conformity analyses are underway.
March 29th 2010 - Present draft TIP Update status report to the SPC Commission Members for considered action to begin the 30-day public comment period.
May 15th 2010 - SPC and PennDOT complete air quality conformity analyses.
May – July 2010 - SPC and PennDOT conduct joint 30-day public comment periods on their draft STIP/TIPs, including conformity determinations and environmental justice requirements. SPC develops individual response report to public testimony for Commission members. All relevant documents are placed on websites for public access.
July 26th 2010 – Southwestern Pennsylvania Commission to consider action on 2011-2014 TIP and Air Quality Conformity Assessment.
August 13th 2010 - State Transportation Commission approves the Twelve Year Program.
August 17th 2010 - Gov./Secretary on behalf of the Commonwealth submits the STIP to FHWA/FTA for review and approval. FHWA coordinates with EPA on the air quality conformity documents.
October 1st 2010 - TIP becomes effective with FHWA/FTA Joint Approval.
