West Busway Area Transit-Oriented Development Assessment and Plan
Project Overview
The Allegheny County Economic Development (ACED) and the Southwestern Pennsylvania Commission (SPC) are partnering on a unique project to develop a vision for transit-oriented development at stations along the West Busway corridor.
The project partners are working to create places where people can live, play, work, learn, and have efficient access to services. The project is an implementation activity of “Allegheny Places,” Allegheny County’s Comprehensive Plan, and the SPC “2035 Transportation and Development Plan.”
The West Busway
Open since 2000, the West Busway is a five-mile exclusive fixed guideway for buses. Its six stations are located in the following communities: The City of Pittsburgh, Ingram Borough, Crafton Borough, and Carnegie Borough. In addition, West Busway services extend along the Parkway West to Robinson Town Centre and the airport.
Transit-Oriented Development
Transit-oriented development is an important national land development trend that promotes compact, relatively dense development within walking distance of a transit station with a wide variety of uses. TOD incorporates both infill development and substantial new development on large parcels where available.
Project Work Plan
The project has three main components:
- Documentation of existing land use, transportation, and market conditions in the study area.
- A screening of stations and hubs to identify the locations with the most potential for TOD.
- Development of preliminary and final TOD concept and implementation plans at two locations in the study area. Carnegie Borough and Sheraden in the City of Pittsburgh were selected for the TOD planning efforts.
Public Input
The project is being guided by a steering committee comprised of local government officials and other corridor stakeholders. Two series of community roundtable meetings will be held to obtain public input on a TOD vision and strategies for development.
Project Schedule
The project began in April 2009 and is expected to be completed in June 2010.

Public Meeting Announcement
Allegheny County Economic Development (ACED) and the Southwestern Pennsylvania Commission (SPC), in cooperation with the City of Pittsburgh Department of City Planning and Carnegie Borough, are pleased to announce exciting opportunities to provide input in the development of transit-oriented community development plans in two West Busway communities – Carnegie Borough and the Sheraden neighborhood in the City of Pittsburgh.
The purpose of the meetings, open to the public, is to present preliminary development concepts for the areas around these two West Busway stations (only the station at the meeting location will be addressed during each meeting). The concepts are based on background information and analysis compiled during the planning process and ideas generated by participants at the station-area visioning workshops held in March 2010.
