Government Contract Procurement Program Manager

Southwestern Pennsylvania Commission (SPC) in Pittsburgh, the region’s metropolitan planning organization, seeks a Government Contract Procurement Program Manager to assist with the development, implementation and administration of all programs and projects designed to provide information and technical assistance to promote small businesses seeking government contracts.  Position reports to the Planning and Development Director.

Typical Assignments:

  • Research and maintain information resources that identify current government contract opportunities and supportive data.
  • Applies knowledge of government contract procurement regulations and procedures in the development and implementation of training and marketing programs.
  • Provides consultant services to small businesses seeking government contracts.
  • Applies knowledge of public and private funding to secure and maintain funding / grant programs.
  • Assists in developing programs including budgets and work plans.
  • Builds partnerships with funding agencies and program centers thru networking and other focus type events.
  • Manages compliance with funding agencies.
  • Develop and conduct informational/promotional workshops and seminars.
  • Maintains and updates files and records on program activity.
  • All other duties as assigned by Supervisor/Manager.

Qualifications/skills and abilities:

  • Bachelor’s degree in Business, Public Administration or closely related field required.
  • At least 2 years of related experience.
  • Experience of working with government agencies of all levels.
  • General computer skills with the ability to learn new software applications.
  • Experience using Client Relationship Manager Programs (NeoSerra and/or Executive Pulse) preferred.
  • Valid PA Drivers License.

Transportation Travel Demand Modeler

Southwestern Pennsylvania Commission (SPC) in Pittsburgh is seeking a technical specialist with a strong background in travel demand modeling, database development, data analysis and computer programming for transportation planning and forecasting activity.  Experience using GIS software and demographic, economic, and transportation demand forecasting models.  Stellar math and analytical skills essential.  Familiarity with federal/state transportation planning, programming and modeling process. Responsibilities:

  • Compiles and organizes tabular and spatial data needed for transportation, economic development and air quality modeling and special studies.
  • Develops, maintains, and runs SPC's travel demand models.
  • Analyzes model outputs.  Prepares maps, tables, graphs, and plots of results.
  • Coordinates and facilitates the Commission’s participation in traffic forecast studies.
  • Serves as a liaison with outside consultants.
  • Organizes and attends meetings related to ongoing transportation studies or reports.
  • Prepares and presents written, oral, and visual reports.

Preferred Qualifications:

  • Master’s degree in Urban and Regional Planning, Geography, Information Science, Engineering, Statistics, Mathematics or other closely related field.
  • At least 2 years of travel demand modeling experience.
  • Proficient with GIS software.
  • Solid understanding of travel demand modeling methods and practice.
  • Experience with economic development impact assessment tools and demographic forecasting techniques.
  • Understanding of statistical methods and data sampling techniques.
  • Demonstrated experience developing transportation modeling applications using computer programming languages such as Python, R, Visual Basic, C++ or similar
  • Experience with relational database development and analysis using SQL, Access, or other database software.
  • Proven ability to work as part of a multi-disciplinary team in a fast-paced work environment.
  • Ability to analyze complex issues and present results in concise reports and presentations.

Transportation Planner

Southwestern Pennsylvania Commission (SPC) in Pittsburgh, the region’s metropolitan planning organization, seeks a Transportation Planner/Public Administration Professional to assist with the development, implementation, and administration of transportation programs within the Transportation Planning Department. Position reports to the Program Development Manager.

Typical Assignments: :

  • Assists with the development, implementation and administration of various planning initiatives.
  • Maintains files of program activity data for governmental and private sectors.
  • Researches, compiles, and coordinates technical, financial and policy area data.
  • Plans, makes preparation for, and staffs both technical and specialty meetings.
  • Processes and summarizes input and communications for possible inclusion in the transportation plan and program development.
  • Apply federal and state transportation planning regulations to the development of SPC programs and assist in communicating the agency’s related transportation program activity to SPC members, the public, PennDOT officials, and other stakeholders.
  • Attend individual transportation project planning meetings and/or project scoping field views and prepare to discuss various planning, funding, and community elements of specific transportation projects with, county officials, municipal officials, and PennDOT officials.
  • Assemble, extract, and analyze transportation data needed for the development of specialty areas within the region’s short and long-term planning processes.
  • Coordinate transportation-related corridor planning studies in the region - collaborating with county officials, municipal officials, PennDOT officials, consultant staff, and stakeholders.
  • Provide technical support and expertise to member jurisdictions with transportation planning elements of comprehensive planning and system needs identification.
  • Assist with analysis aimed at assessing the sustainability and resiliency of the region’s transportation infrastructure.
  • Assist with development and screening of candidate projects for SPC transportation programs.
  • Other duties as assigned.

Qualifications/skills and abilities:

  • Requires Bachelor’s degree in Planning, Public Administration, Engineering or other closely related field.
  • 1-3 years of experience in planning, public administration or transportation planning preferred.
  • Must have exceptional communication, organization, and analytical skills.
  • Must have computer skills including proficiency in conducting data analysis in Microsoft Excel.
  • Working knowledge of GIS applications a plus.
  • Familiarity with transportation and socioeconomic data.
  • Knowledge of transportation study methodologies and applications.

Geographic Information Systems (GIS) Analyst

Southwestern Pennsylvania Commission seeks a Geographic Information System (GIS) Analyst to assist in the development, and distribution of geospatial data, applications and associated products for the SPC’s 10-county regional GIS. The position will support the various transportation and economic development planning, projects and programs at SPC.

Essential Functions:
  • Create, modify, maintain, and analyze geospatial datasets.
  • Perform spatial analysis for reports, graphics, and maps in support of projects and programs.
  • Review existing and incoming data for currency, accuracy, usefulness, and quality
  • Design and develop standard procedures for converting and documenting geospatial data.
  • Design and develop high quality cartographic products.
  • Design and implement web maps in collaboration with agency staff.
  • Meet with internal users and data partners as assigned to define data needs, project requirements, and required end products.
  • Design and edit custom queries, scripts and other methods to meet user needs
  • Provides additional data collection through the Global Positioning System (GPS) when required
  • All other duties as assigned by Supervisor/Manager.

Qualifications:

  • Requires Bachelor’s Degree in GIS / Geography, Planning, or other closely related field.
  • At least 6 months of direct experience working with ESRI GIS software.
  • Experience and/or training in cartography, remote sensing, and map analysis.
  • Must have exceptional communication, organization, and analytical skills.
  • Must have computer skills including proficiency in conducting data analysis
  • Working knowledge of ArcGIS Online and ArcGIS Pro applications a plus.
