Transportation Travel Demand Modeler

Southwestern Pennsylvania Commission (SPC) is seeking a technical specialist with a strong background in travel demand modeling, database development, data analysis and computer programming for transportation planning and forecasting activity.  Experience using GIS software and demographic, economic, and transportation demand forecasting models.  Stellar math and analytical skills essential.  Familiarity with federal/state transportation planning, programming and modeling process.

Responsibilities:

  • Compiles and organizes tabular and spatial data needed for transportation, economic development and air quality modeling and special studies.
  • Develops, maintains, and runs SPC's travel demand models.
  • Analyzes model outputs.  Prepares maps, tables, graphs, and plots of results.
  • Coordinates and facilitates the Commission’s participation in traffic forecast studies.
  • Serves as a liaison with outside consultants.
  • Organizes and attends meetings related to ongoing transportation studies or reports.
  • Prepares and presents written, oral, and visual reports.

Preferred Qualifications:

  • Master’s degree in Urban and Regional Planning, Geography, Information Science, Engineering, Statistics, Mathematics or other closely related field.
  • At least 2 years of travel demand modeling experience.
  • Proficient with GIS software.
  • Solid understanding of travel demand modeling methods and practice.
  • Experience with economic development impact assessment tools and demographic forecasting techniques.
  • Understanding of statistical methods and data sampling techniques.
  • Demonstrated experience developing transportation modeling applications using computer programming languages such as Python, R, Visual Basic, C++ or similar
  • Experience with relational database development and analysis using SQL, Access, or other database software.
  • Proven ability to work as part of a multi-disciplinary team in a fast-paced work environment.
  • Ability to analyze complex issues and present results in concise reports and presentations.

Water Resource Planner

The Southwestern Pennsylvania Commission (SPC) Water Resource Center is seeking a full time Water Resource Planner to participate in the development, implementation and administration of water resource planning and stormwater management programs.  This is technical not a policy position

Essential Functions:

  • Coordination of regional trainings/meetings on various water-related topics.
  • Research, compile, analyze and coordinate technical, financial, information pertaining to the agency’s program activity.
  • Assist with providing technical assistance/coordination within the 10-County region for the completion of/updates to PA Act 167 Stormwater Management Plans.
  • Assist in the development of educational/outreach materials such as fact sheets, technical guidance documents and work with key staff on maintaining and expanding the Water Resource Center’s website. 
  • Assist with the development of marketing materials. Coordinating, monitoring, analyzing, and reporting metrics to support WRC marketing efforts
  • Maintain and update files and databases on program activity.
  • Write, review and edit reports, grants, educational, technical materials and memorandums.
  • Plan, prepare for, and staff both technical and specialty meetings.
  • Conduct field work/data collection as needed. 

Qualifications:

  • Requires Bachelor’s degree in Planning, Public Administration, Environmental Biology, Environmental Education or other closely related field. 
  • Minimum 1-2 years of experience in water resource planning/community/economic development or environmental education.
  • Experience in coordination of events, water resource planning and knowledge of public sector regional planning, municipal governments and state & federal grant research & management.
  • Familiar with sustainability practices, stormwater management techniques, conservation, and land management for urban & rural areas.
  • Must enjoy public speaking and being in front of large audiences.
  • Must have communication, writing, organizational, analytical and computer skills.
  • Knowledge of Constant Contact or similar email marketing systems. A familiarity with social media platforms and GIS skills a plus.
  • Self-starter. Ability to work independently and also as part of a team.
  • Experience working with PA Act 167 Stormwater Planning, MS4 program, Green Infrastructure and other stormwater best management practices is strongly desired.
  • Comfortable working outdoors in inclement weather and a variety of environments. 
  • Must have access to a reliable vehicle for in-region travel and a valid driver’s license.

Transportation Planner

Southwestern Pennsylvania Corporation (SPC), Southwestern Pennsylvania’s metropolitan planning organization, seeks a Transportation Planner/Public Administration Professional to assist with the development, implementation, and administration of transportation programs within the Transportation Planning Department. Position reports to the Program Development Manager.

Responsibilities:

  • Assist with the development, implementation, and administration of various regional transportation programs, including the 4-year regional Transportation Improvement Program (TIP), the region’s Congestion Mitigation and Air Quality (CMAQ) program, and the region’s Transportation Alternatives Set-Aside Program.
  • Research, analyze, and coordinate technical, financial, and policy area information pertaining to transportation issues and how it relates to SPC transportation program activity.
  • Apply federal and state transportation planning regulations to the development of SPC programs and assist in communicating the agency’s related transportation policies, goals and program activities to SPC members, other planners, PennDOT officials, and other stakeholders.
  • Process/summarize input and communications from the public, other planners, and transportation agencies for consideration into the region’s transportation planning process.
  • Assist with activities to secure funding and support for transportation project development, including federal and state grant applications.
  • Assist with the monitoring of the status/progress of transportation projects with respect to schedule and budget.
  • Attend individual transportation project planning meetings and/or project scoping field views and prepare to discuss various planning, funding, and community elements of specific transportation projects with, county planning officials, municipal planning officials, and PennDOT officials.
  • Assist with transportation system evaluation and funding revenue projections for the region’s long range plan.
  • Assist with analysis aimed at assessing the resiliency of the region’s transportation infrastructure.
  • Assist with planning and environmental linkage activities.
  • Provide technical assistance to local governments in support of local transportation planning studies and initiatives as appropriate.
  • Assist with development and screening of candidate projects for SPC transportation programs.
  • Prepare agendas and content for monthly Transportation Technical Committee meetings and periodic specialty work group meetings.
  • All other duties as assigned by Supervisor/Manager.

Qualifications:

  • Requires Bachelor’s degree in Planning, Public Administration, or other closely related field.
  • 1-3 years of experience in planning, public administration or transportation planning preferred.
  • Must have exceptional communication, organization, and analytical skills.
  • Must have computer skills including proficiency in conducting data analysis in Microsoft Excel.
  • Working knowledge of GIS applications a plus.
  • Familiarity with planning and project delivery in the transportation sector.

Geographic Information Systems (GIS) Analyst

Southwestern Pennsylvania Commission seeks a Geographic Information System (GIS) Analyst to assist in the development, and distribution of geospatial data, applications and associated products for the SPC’s 10-county regional GIS. The position will support the various transportation and economic development planning, projects and programs at SPC.

Essential Functions:

  • Create, modify, maintain, and analyze geospatial datasets.
  • Perform spatial analysis for reports, graphics, and maps in support of projects and programs.
  • Review existing and incoming data for currency, accuracy, usefulness, and quality
  • Design and develop standard procedures for converting and documenting geospatial data.
  • Design and develop high quality cartographic products.
  • Design and implement web maps in collaboration with agency staff.
  • Meet with internal users and data partners as assigned to define data needs, project requirements, and required end products.
  • Design and edit custom queries, scripts and other methods to meet user needs
  • Provides additional data collection through the Global Positioning System (GPS) when required
  • All other duties as assigned by Supervisor/Manager.

Qualifications:

  • Requires Bachelor’s Degree in GIS / Geography, Planning, or other closely related field.
  • At least 6 months of direct experience working with ESRI GIS software.
  • Experience and/or training in cartography, remote sensing, and map analysis.
  • Must have exceptional communication, organization, and analytical skills.
  • Must have computer skills including proficiency in conducting data analysis
  • Working knowledge of ArcGIS Online and ArcGIS Pro applications a plus.
